Top management split on where to go next

Is this about management being split or about not knowing the direction for the company? Or is it both?

(a) If it is about split, then leaders who do not act together is indicative of (i) Miscommunication issues or (ii) a lack of unified purpose.

(b) If it is about direction, the issue has to be a concern about either (i) Mission or (ii) Strategy or Planning.
