Too many rules are a Company or Department Mood problem sitting at level 5 of the Problem Depth Chart, which should be a sign of deep concern.

What you can do now for free

The issue is two-fold. (1) Rules are a sign of values out of whack, that no one has the capability to do anything on their own without big brother controlling every step – that is, no one is trusted. Accordingly people will avoid assuming responsibility and their innovative productivity will be lost. (2) It means the company has shifted from being driven by market needs, curiosity and innovation to conservatism, namely process and procedures over innovation. Innovation is key to a company’s survival and future. Thus the company has the tail wagging the dog. Control dominates flexibility when they should be in balance. Self-correction will be extremely difficult because those people now in charge will resist new ideas and change you might suggest. At the very least put a moratorium on rules: if you are about to introduce a new rule, decide on which existing rule you will eliminate so your house at least remains no more highly controlled.
